ERADICATION OF FOOT-AND-MOUTH AND OTHER CONTAGIOUS DISEASES OF ANIMALS In case of an emergency arising out of the existence of foot-and- mouth disease, rinderpest, contagious pleuropneumonia, or other contagious or infectious disease of animals, which, in the opinion of the Secretary of Agriculture, threatens the livestock industry of the country, he may expend in the city of Washington or elsewhere any unexpended balances of appropriations heretofore made for this pur- pose in the arrest and eradication of any such disease, including the payment of claims growing out of past and future purchases and destruction, in cooperation with the States, of animals affected by or exposed to, or of materials contaminated by or exposed to, any such disease, wherever found and irrespective of ownership, under like or substantially similar circumstances, when such owner has complied with all lawful quarantine regulations: Provided, That the payment for animals hereafter purchased may be made on appraisement based on the meat, dairy, or breeding value, but in case of appraisement based on breeding value no appraisement of any animal shall exceed three times its meat or dairy value, and, except in case of an extraor- dinary emergency, to be determined by the Secretary of Agriculture the payment by the United States Government for any animals shall not exceed one-half of any such appraisements: Provided further, That the sum of $5,000 of the unexpended balance of the appropria- tion of $3,500,000 contained in the Second Deficiency Appropriation Act, fiscal year 1924, approved December 5, 1924, for the eradication of the foot-and-mouth disease and other contagious or infectious dis- eases of animals, is hereby made available during the fiscal year for which appropriations are herein made to enable the Secretary of Agri- culture to control and eradicate the European fowl pest and similar diseases in poultry. Total, Bureau of Animal Industry, $13,972,300, of which amount not to exceed $653,615 may be expended for departmental personal services in the District of Columbia, and not to exceed $109,675 shall be available for the purchase of motor-propelled and horse-drawn passenger-carrying vehicles necessary in the conduct of field work outside the District of Columbia. BUREAU OF DAIRY INDUSTRY SALARIES AND EXPENSES For carrying out the provisions of the Act approved May 29, 1924 (7 U. S . C . 401-404), establishing a Bureau of Dairying, for salaries in the city of Washington and elsewhere, and for all other necessary expenses, as follows: General administrative expenses: For necessary expenses for gen- eral administrative purposes, including the salary of the Chief of Bureau and other personal services in the District of Columbia, $75,400. Dairy investigations: For conducting investigations, experiments, and demonstrations in dairy industry, cooperative investigations of the dairy industry in the various States, and inspection of renovated- butter factories, including repairs to buildings, not to exceed $5,000 for the construction of buildings, $655,905. Total, salaries and expenses, Bureau of Dairy Industry, $731,305, of which amount not to exceed $349,160 may be expended for personal services in the District of Columbia. 418 [55 STAT.
