55 STAT.] 77TH CONG., 1ST SESS.-CH. 267-JULY 1, 1941 trative expenses of the Corporation, including personal services in the District of Columbia and elsewhere; travel expenses of officers and employees of the Corporation, in accordance with the Standard- ized Government Travel Regulations and the Act of June 3, 1926, as amended (5 U. S . C. 821-833); printing and binding; lawbooks, books of reference, and not to exceed $250 for periodicals and news- papers; contract stenographic reporting services; procurement of supplies, equipment, and services; purchase (at not to exceed $750 each), exchange, maintenance, repair, and operation of motor-pro- pelled passenger-carrying vehicles, to be used only for official pur- poses; typewriters, adding machines, and other labor-saving devices, including their repair and exchange; rent in the District of Columbia and elsewhere; payment of actual transportation expenses and not to exceed $10 per diem in lieu of subsistence and other expenses of per- sons serving, while away from their homes, without other compensa- tion from the United States, in an advisory capacity to the Corpora- tion; employment on a contract or fee basis of persons, firms, and corporations for the performance of special services, including legal services; use of the services and facilities of Federal land banks, national farm loan associations, Federal Reserve banks, and agencies of the Government as authorized by said Act of January 31, 1934; and all other necessary administrative expenses: Provided, That all necessary expenses (including services performed on a force account, contract or fee basis, but not including other personal services) in connection with the operation, maintenance, improvement, or dis- position of real or personal property of the Corporation shall be considered as nonadministrative expenses for the purposes hereof: Provided further, That except for the limitation in amounts herein- before specified, and the restrictions in respect to travel expenses, the administrative expenses and other obligations of the corporation shall be incurred, allowed, and paid in accordance with the provisions of said Act of January 31, 1934, as amended (12 U. S . C . 1016-1020 (h)). SEc. 2 . No part of any appropriation contained in this Act or authorized hereby to be expended shall be used to pay the compensa- tion of any officer or employee of the Government of the United States, or of any corporation the majority of the stock of which is owned by the Government of the United States, whose post of duty is in the continental United States unless such person is a citizen of the United States: Provided, That this section shall not apply to any person in the service of the United States on the date of the approval of this Act who being eligible for citizenship had theretofore filed a declaration of intention to become a citizen or who owes allegiance to the United States: Provided further, That this section shall not apply to employment of translators on a tem- porary basis where competent citizen translators are not available and it shall not apply to the temporary employment of persons in the field service for periods of less than sixty days. SEC. 3 . No part of any appropriation contained in this Act shall be used to pay the salary or wages of any person who advocates, or who is a member of an organization that advocates, the overthrow of the Government of the United States by force or violence: Pro- vided, That for the purposes hereof an affidavit shall be considered prima facie evidence that the person making the affidavit does not advocate, and is not a member of an organization that advocates, the overthrow of the Government of the United States by force or violence: Provided further, That such administrative or supervisory employees of the Department of Agriculture as may be designated for the purpose by the Secretary of Agriculture are hereby authorized to administer the oaths to persons making affidavits required by this 445 Travel expenses. 44 Stat. 688.
