OFFICE OF GOVERNMENT REPORTS Salaries and expenses: For all necessary expenses to enable the Office of Government Reports to perform the functions prescribed by the Act entitled "An Act authorizing expenditures for the Office of Government Reports in the Executive Office of the President", approved June 9, 1941 (Public Law 107. Seventy-seventh Congress), including personal services in the District of Columbia and else- where; contract stenographic reporting service; law-books, books of reference, directories, periodicals; newspapers and press clippings; and purchase (not to exceed $750), operation and maintenance of passenger-carrying automobiles, fiscal year 1942, $1,075,000: Pro- vided, That no part of this appropriation shall be used for the pay- ment of compensation to any State director hereafter appointed unless such person is appointed by the President, by and with the advice and consent of the Senate.
