FEDERAL COMMUNICATIONS COMMISSION National-defense activities: For an additional amount for national- defense activities, fiscal year 1942, to enable the Federal Communi- cations Commission to continue to perform the functions or activities for the performance of which, during the fiscal year 1941, the Com- mission received allocations of funds from the appropriation "Emer- gency fund for the President" contained in the Military Appropri- ation Act, 1941, including the objects for which and subject to the conditions under which such allocations were expended during the fiscal year 1941, $600,000. FEDERAL LOAN AoENCY ELECTRIC HOME AND FARM AUTHORITY Salaries and administrative expenses: Not to exceed $400,000 of the funds of the Electric Home and Farm Authority, established as an agency of the Government by Executive Order Numbered 7139 of August 12, 1935, and continued as such agency until January 22, 1947, by the Act of June 10, 1941 (Public Law 108, Seventy-seventh Congress), shall be available during the fiscal year 1942 for all necessary administrative expenses of the Authority, including per- sonal services in the District of Columbia and elsewhere; travel expenses, in accordance with the Standardized Government Travel Regulations and the Act of June 3, 1926, as amended (5 U. S. C. 821-833); not exceeding $3,000 for transfer of household goods and effects as provided by the Act of October 10, 1940 (Public, Numbered 839) and regulations promulgated thereunder; printing and bind- ing; lawbooks and books of reference; not to exceed $200 for periodi- cals, newspapers, and maps; procurement of supplies, equipment, and services; typewriters, adding machines, and other labor-saving devices, including their repair and exch:lnge; and rent in the District of Columbia and elsewhere: Provided, That all necessary expenses (including legal and special services performed on a contract or fee basis, but not including other personal services) in connection with the acquisition, care, repair, and disposition of any security or collateral now held or acquired on or before June 30, 1942, by the Authority shall be considered as nonadministrative expenses for the purposes hereof. Not to exceed $31,580 of the amount appropriated for "Emergency health and sanitation activities (national defense), Public Health Service, 1942" in the Federal Security Agency Appropriation Act, 1942, may be transferred to the appropriation "Commissioned officers, pay, and so forth, Public Health Service," and the limitation on the number of regular active commissioned officers is hereby increased by ten. 278941'-- 42 -PT .
