Whenever necessity arises therefor any assistant mail clerk may be required by such commanding officer to perform the duties of mail clerk. Compensation for services shall be paid by the Compensation. War Department in addition to that paid them in the grade to which they are assigned, such sum in the case of mail clerks not to exceed $500 per annum, and in the case of assistant mail clerks not to exceed $300 per annum, as may be determined and allowed by the War Department.
