The foregoing sums for the District of Columbia, unless otherwise specifically provided, shall be paid out of the revenues of the District of Columbia and the Treasury of the United States in the manner prescribed by the District of Columbia Appropriation Act, 1942. In all, District of Columbia, including highway and water funds, $116,015. In all, title IV, $3,236,327. The restrictions, contained in appropriations or affecting appro- priations or other funds available during the fiscal year 1942, limiting the amounts which may be expended for personal services or for other purposes, are hereby waived to the extent necessary to meet the increases in compensation under said Act of August 1, 1941, and said Executive Orders Numbered 8842 and Numbered 8882: Provided, That all appropriations and funds, including the appropriations herein made, available during the fiscal year 1942 for the payment of salaries of civilian officers and employees who are subject to the provisions of said Act of August 1, 1941, and said Executive Orders Numbered 8842 and Numbered 8882, shall be available from and including October 1, 1941, for the payment of within-grade salary advancements as of October 1, 1941, or any subsequent date on which such officers and employees became, or will become, eligible for such [55 STAT.
