Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury is hereby authorized and directed, upon payment of all duties, charges, and expenses, to surrender and deliver to Alex- ander Kehaya, of New York, the purchaser, two hundred and sixty- one bales of tobacco imported into the United States by the Aeolian Shipping Company on or about October 20, 1937, and entered at the port of New York under warehouse entry numbered 91992, which tobacco was abandoned by the said shipping company to the United States without authority of the said purchaser. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That sections 17 to 20, inclusive, of the Act entitled "An Act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes", approved September 7, 1916, as amended (U. S . C ., 1934 edition, title 5, secs. 767 and 770), are hereby waived in favor of Delbert E. Libbey, who allegedly was injured and became permanently disabled while in the performance of duty on November 23, 1924, while serving as assistant librarian of the House of Representatives, and as a result of such duty, and his claim for compensation is authorized to be considered and acted upon under the remaining provisions of such Act, as amended, if he files such claim with the United States Employees' Compensation Commission not later than six months after the date of enactment of this Act: Provided, That no benefits hereunder shall accrue prior to the approval of this Act.
