BY THE PRESIDENT OF THE UNITED STATES OF AMERICA. A PROCLAMATION. WHEREAS a supplementary Extradition Convention between the United States of America and the United Mexican States was con- cluded and signed by their respective Plenipotentiaries at the City of Mexico on the sixteenth day of August, one thousand nine hundred and thirty-nine, the original of which Convention, being in the English and Spanish languages, is word for word as follows: August 16, 1939 [T. S. 9671 SUPPLEMENTARY EXTRADITION CONVENTION BETWEEN THE UNITED STATES OF AMERICA AND THE UNITED MEXICAN STATES The United States of America and the United Mexican States being desirous of enlarging the list of crimes on account of which extradition may be granted under the agreements concluded between the two countries on February 22, 1899, [1] June 25,1902, and Decem- ber 23, 1925, [2] with a view to the better administration of justice and the prevention of crimes in their respective territories and jurisdictions, have resolved to conclude a supplementary Con- vention for this purpose and have appointed as their Plenipoten- tiaries, to wit: The President of the United States of America: Hon.
