AND WHEREAS the said Protocol has been duly ratified by the President of the United States of America subject to the aforesaid two understandings, and the President's instrument of ratification was deposited with the Pan American Union on July 10, 1941; AND WHEREAS the said Protocol has been duly ratified also by the Republic of Venezuela, and the instrument of ratification thereof was deposited with the Pan American Union on September 23, 1937; Now, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United States of America, have caused the said Protocol to be made public, to the end that the same and every clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof, subject to the aforesaid two understandings. IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.
