BY THE PRESIDENT OF THE UNITED STATES OF AMERICA A PROCLAMATION WHEREAS a Treaty between the President of the United States of America and His Majesty the King of Great Britain, Ireland and the British dominions beyond the Seas, Emperor of India, in respect of Canada, amending in their application to Canada certain provi- sions of the Treaty for the Advancement of Peace between the President of the United States of America and His Majesty the King of the United Kingdom of Great Britain and Ireland and of the British dominions beyond the Seas, Emperor of India, signed at Washington on the fifteenth day of September, one thousand nine hundred and fourteen, [1] was signed by their respective Pleni- potentiaries at Washington on the sixth day of September, one thou- sand nine hundred and forty, the original of which Treaty is word for word as follows: The President of the United States of America and His Majesty the King of Great Britain, Ireland, and the British dominions beyond the Seas, Emperor of India, in respect of Canada, being desirous, in view of the present constitutional position and international status of Canada, to amend in their application to Canada certain provisions of the Treaty for the Advancement of Peace between the President of the United States of America and His Majesty the King of the United Kingdom of Great Britain and Ireland and of the British dominions beyond the Seas, Emperor of India, signed at Washington, September 15, 1914, have for that purpose appointed as their pleni- potentiaries: The President of the United States of America: Mr. Cordell Hull, Secretary of State of the United States of America; and 1[Treaty Series 602; 38 Stat. 1853 .] 1214
