SEC. 3. No part of any appropriation contained in this Act or Citizenship re authorized hereby to be expended shall be used to pay the compen- n sation of any officer or employee of the Government of the United States, or of any agency the majority of the stock of which is owned by the Government of the United States, whose post of duty is in continental United States unless such person is a citizen of the United States, or a person in the service of the United States on the date of the approval of this Act who being eligible for citizen- ship had theretofore filed a declaration of intention to become a citizen or who owes allegiance to the United States. SEC. 5 . The Governor of the Panama Canal is hereby authorized feshionicperl nd to employ by contract or otherwise without reference to section 3709, 41 v. . C5. Revised Statutes, and at such rates (not to exceed $50 per day for individuals) as he may determine, the services of architects, engineers, and other technical and professional personnel, or firms or corpora- tions thereof, as may be necessary. SEC. 6 . No part of any money appropriated by this Act or any chof ehicles. other Act, except the appropriation "Contingent expenses, Executive Pot. 392. Office", and Acts making appropriations for the Military and Naval Establishments, shall be used for the purchase or exchange of any motor-propelled passenger-carrying vehicle without the specific approval of the Secretary of War.
