Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the amount of notes, bonds, debentures, and other such obligations which the Reconstruction Finance Corporation is authorized to issue and have outstanding at any one time under existing law is hereby increased by $5,000,000,000. [CHAPTER 353] AN ACT To amend section 1 of the Act entitled "An Act to authorize The Philadelphia, Baltimore and Washington Railroad Company to extend its present track connection with the United States navy yard so as to provide adequate railroad facilities in connection with the development of Buzzards Point as an industrial area in the District of Columbia, and for other purposes", approved June 18 1932 (47 Stat. 322), as amended by the Act approved June 20, 1939 (53 Stat. 849). Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 1 of the Act entitled "An Act to authorize The Philadelphia, Baltimore and Washington Railroad Company to extend its present track con- nection with the United States navy yard so as to provide adequate railroad facilities in connection with the development of Buzzards Point as an industrial area in the District of Columbia, and for other purposes", approved June 18, 1932 (47 Stat. 322), as amended by the Act approved June 20, 1939 (53 Stat. 849), is hereby further amended to read as follows: "That The Philadelphia, Baltimore and Washing- ton Railroad Company is hereby authorized to establish a switch con- nection with an existing track in its New Jersey Avenue yard, at a point north of the north curb line of I Street Southeast; thence southward on First Street Southeast to and connecting with the existing track on First Street Southeast at or about N Street, with a switch connection at or about Quander Street and spur track running over, across, and through square 743 to and into the United States navy yard; thence southward on First Street Southeast to and thence along Potomac Avenue to the west line of Second Street South- west, with all necessary switches, extensions, turnouts, and sidings and such other track extensions through and along One-half Street Southwest, and Second Street Southwest, south of Potomac Avenue and north of Potomac Avenue to P Street, and One-half Street Southeast, south of Potomac Avenue and north of Potomac Avenue to O Street, as may be or become necessary for the establishment of adequate railroad facilities in connection with the development of Buzzards Point as an industrial area in the District of Columbia." Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, except as provided in section 2 hereof, the Secretary of the Interior (herein- after referred to as the Secretary) is authorized, with the approval 326
