C. . mation without regard to section 3709 of the Revised Statutes and the provisions of other laws applicable to the employment and com- pensation of officers and employees of the United States, which expenses shall include reproducing and photographic equipment; periodicals; purchase and exchange of lawbooks and books of refer- ence; library membership fees or dues in organizations which issue publications to members only or to members at a lower price than to others, payments for which may be made in advance; alterations and repairs; purchase and exchange (not exceeding three), operation, maintenance, and repair of passenger-carrying automobiles; and transfer of household goods and effects, as provided by the Act of 5 S4t. s cTo. If during the fiscal years 1942 or 1943 functions are transferred by the Federal Security Administrator from or between any of the said offices or bureaus, the Administrator may transfer from or between the appropriations herein made for salaries for the Social Security Board the amounts necessary for personal services in connection with the functions so transferred. Not to exceed 5 per centum of any of the foregoing appropriations for salaries for the Social Security Board may, subject to the approval of the Director of the Bureau of the Budget, be transferred by the Administrator to any other of such appropriations, but no appropria- tion may be increased more than 5 per centum thereby.
