Travel expenses SEC. 4 . Of the total amount available under this Act for traveling expenses, the Secretary of Agriculture is authorized and directed, on or before August 1, 1942, to cover into the surplus fund of the Treasury the sum of $1,500,000, which shall be in addition to reduc- tions in amounts available for traveling expenses resulting from decreases in the appropriations made by this Act below the Budget estimates.
