TREASURY DEPARTMENT OFFICE OF THE SECRETARY Smaller War Plants Corporation, capital stock: To enable the Secretary of the Treasury to make payments for capital stock of the Smaller War Plants Corporation in accordance with the provisions of section 4 (b) of the Act of June 11, 1942 (Public Law 603), $150,000,000, to remain available until July 1, 1945. Foreign-owned property control: For all expenses necessary in car- rying out the functions of the Secretary of the Treasury under sec- tions 3 and 5 (b) of the Act of October 6, 1917, as amended (50 U. S . C ., App. 3), section 301 of the First War Powers Act, 1941, and any proclamations, orders, regulations, or instructions issued there- under, including personal services (without regard to classification laws), printing, and reimbursement of any other appropriation or other funds of the United States or any agency, instrumentality, Ter- ritory, or possession thereof, including the Philippine Islands, and reimbursement of any Federal Reserve bank for printing and other expenditures, $5,000,000: Provided,That $74,000 of this appropriation shall be transferred to the emergency fund for the President created by the Independent Offices Appropriation Act, 1942, as amended by the Independent Offices Appropriation Act, 1943, in reimbursement of said appropriation on account of the advance therefrom of a like sum for the purposes hereof. Salaries: For an additional amount for salaries, Office of the Secre- tary of the Treasury, fiscal year 1943, including the objects specified under this head in the Treasury Department Appropriation Act, 1943, $134,280. Reimbursement to District of Columbia, benefit payments to White House Police and Secret Service forces: To enable the Secretary of the Treasury to reimburse the District of Columbia on a monthly basis for benefit payments made from the revenues of the District of Columbia to members of the White House Police force and such members of the United States Secret Service Division as are entitled thereto under the Act of October 14, 1940 (54 Stat. 1118), to the extent that such benefit payments are in excess of the salary deduc- tions of such members credited to said revenues of the District of Columbia during the fiscal year 1943, pursuant to section 12 of the Act of September 1, 1916 (39 Stat. 718), as amended, $27,000. 719 Automobiles.
