Approved, July 28, 1942. [CHAPTER 531] AN ACT To amend the Bankhead-Jones Farm Tenant Act to permit exchange of land with private owners. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That subsection (c), section 32, of title III of the Bankhead-Jones Farm Tenant Act (Act of July 22, 1937) is hereby amended by adding the following proviso at the end of the first sentence thereof: ": Provided, however, That an exchange may be made with private owners and with subdivi- sions or agencies of State governments in any case where the Secretary of Agriculture finds that such exchange would not conflict with the purposes of the Act, and that the value of the property received in exchange is substantially equal to that of the property conveyed." Approved, July 28, 1942. [CHAPTER 532] JOINT RESOLUTION Providing for the filling of a vacancy in the Board of Regents of the Smithsonian Institution of the class other than Members of Congress. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the vacancy in the Board of Regents of the Smithsonian Institution, of the class other than Members of Congress, caused by the expiration of the term of Roland S. Morris, February 20, 1942, be filled by the appointment of Roland S. Morris, a citizen of Pennsylvania, to succeed himself, for the statutory term of six years. Approved, July 28, 1942. [CHAPTER 533] AN ACT To amend the Act entitled "An Act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes", as amended. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 42 of the Act entitled "An Act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes", as amended, be, and it is hereby, amended by adding at the end thereof the following new paragraph: "The minimum limit on the monthly compensation for disability as established by section 6 and the minimum limit on the monthly pay on which death compensation is to be computed as established by clause (K) of section 10, shall not apply in the case of employees of the United States who are not citizens of the United States, or of 725 Provisos.
