El Comit6 Ejecutivo queda investido con el Poder Ejecutivo del Instituto, bajo la direcci6n y control del Consejo Directivo y, por regla general, por conducto del Director. 5. The Executive Powers of the Institute are vested in the Execu- tive Committee, under the control and direction of the Governing Board, and will, as a general rule, be exercised through the instru- mentality of the Director. 5. The Executive Committee shall have the following functions and duties to perform: a) To decide on the general plan or program for the work of the Institute. b) To draw up the Institute's annual budget, to determine the remuneration for the staff and the terms of retirement and pensions for the latter. c) To appoint special commis- sions that shall be charged with the study of any matters coming within their purview. d) To authorize the publica- tions of the Institute. e) To submit an annual report to the participating States, on the progress of the work and on the revenue and expenditures of any kind of the Institute; a similar re- port shall be laid before every ordinary meeting of the Governing Board. f) To call extraordinary meet- ings of the Governing Board, with the consent of a simple majority of the member States; to organize and hold in agreement with the 1324 [56 STAT.
