Zelaya, Minister of Agriculture and Labor of the Republic of Nicaragua. In this note Your Excellency stated that the provisions of the Memorandum of Understanding as set forth therein meet with the approval of the Government of the United States. I take pleasure in informing Your Excellency that the Memorandum of Understanding likewise meets with the approval of my Govern- ment and that therefore this present note and that of Your Excellency will be considered as constituting an agreement between our two Governments on the subject, it being understood that the agreement shall be effective as of July 15, 1942, and that it shall continue in effect for a period of ten years, unless the Congress of either country shall fail to appropriate the funds necessary for its execution, in which case it may be terminated on sixty days' written notice by either Government.
