Effected by exchange of notes signed at Washington September 17 and 21, 1942. The HaitianMinister to the Secretary of State LEGATION DE LA RIPUJBLIQUE D'HAITI WASHINGTON SEPTEMBER 17, 1942 MR. SECRETARY: I have the honor, upon the instructions of my Government, to in- form Your Excellency that the Government of the Republic of Haiti desires to arrange for a credit not to exceed $500,000 from the Export- Import Bank of Washington. The advances under this credit are to be made to the National Bank of the Republic of Haiti and will bear the unconditional guarantee of the Government of the Republic of Haiti. In this connection I refer to Article VII, paragraph 2 of the Execu- tive Agreement between our two countries signed at Port-au -Prince on September 13, 1941, [1] and I should be glad if Your Excellency would confirm the understanding of my Government that no objection is entertained by the Government of the United States to the proposed credit.
