If the Government of the Dominican Republic should desire that the services of the Mission be extended beyond the stipulated period, it shall make a written proposal to that effect six months before the expiration of this Agreement. ARTICLE 4. This Agreement may be terminated before the expiration of the period of four years prescribed in Article 2, or before the expiration of the exten- sion authorized in Article 3, in the following manner: (a) By either of the Govern- ments, subject to three months' written notice to the other Gov- ernment; (b) By the recall of the entire personnel of the Mission by the Government of the United States of America in the public interest of the United States of America, without necessity of compliance with provision (a) of this Article. ARTICLE 5. This Agreement is subject to cancellation upon the initiative of either the Govern- ment of the United States of America or the Government of the Dominican Republic at any time during a period when either Government is involved in do- mestic or foreign hostilities. TITLE II Composition and Personnel ARTICLE 6. This Mission shall consist of such personnel of the United States Navy as may be agreed upon by the Ministry of War and Marine of the Dominican Republic through its authorized Estados Unidos de America des- pues de cumplidos dos afios de servicio, en cuyo caso dicho Go- bierno lo substituira con otro. Este Convenio podra terminarse antes de la expiraci6n del periodo de cuatro afios prescrito en el Articulo 2, o antes de la expiraci6n de la pr6- rroga autorizada en el Articulo 3, de la manera siguiente: (a) Por cualquiera de los dos Gobiernos, mediante aviso por escrito al otro Gobierno con tres meses de anticipaci6n; (b) Al retirar el Gobierno de los Estados Unidos de America todo el personal de la Misi6n en raz6n de interes pdblico de los Estados Unidos de America, sin que sea necesario cumplir con la disposici6n del inciso (a) de este Articulo. ARTfcuLo 5. Este Convenio csta sujeto a cancelaci6n por iniciativa, ya sea del Gobierno do los Estados Unidos de America o del Gobierno de la Repiblica Dominicana, en cualquier mo- mento, mientras cualquiera de los dos gobiernos se halle envuelto en hostilidades internas o externas.
