(b) The system of accounting for farm receipts and disburse- nSystem of account ments will be formulated and approved by the Secretary of State in the Ministry of Agriculture of Costa Rica and the local repre- sentatives in charge of rubber investigations for the Department of Agriculture of the United States of America.
