PIking spaces for Maembersof Coeiem. of pavements of street railways in accordance with the provisions of the Merger Act (47 Stat. 752), and the proportion of the amount thus expended which under the terms of the said Act is required to be paid by the street-railway company shall be collected, upon the neglect or the refusal of such street-railway company to make such payment, from the said street-railway company in the manner provided by section 5 of the Act of June 11, 1878, and shall be deposited to the credit of the appropriation for the fiscal year in which it is collected: Provided further, That assessments in accordance with existing law shall be made for paving and repaving roadways, alleys, and sidewalks where such roadways, alleys, and sidewalks are paved or repaved with funds herein appropriated: Providedfurther, That this appropriation may be used for payment to contractors and for other expenses in connection with the expense of design, construction, and inspection of grade-crossing elimination and other construction projects authorized under section 8 of the Act of June 16, 1936 (49 Stat. 1521), and section 1 (b) of the Federal Aid Highway Act of 1938, pending reimburse- ment to the District of Columbia by the Public Roads Administration, Federal Works Agency, reimbursement to be credited to fund from which payment was made: Provided further, That the Commissioners are authorized to fix or alter the respective widths of sidewalks and roadways (including tree spaces and parking) of all highways that may be improved under appropriations contained in this Act: Provided further,That no appropriation in this Act shall be available for repair- ing, resurfacing, or paving any street, avenue, or roadway by private contract unless the specifications for such work shall be so prepared as to permit of fair and open competition in paving materials as well as in price: Providedfurther, That in addition to the provision of exist- ing law requiring contractors to keep new pavements in repair for a period of one year from the date of the completion of the work, the Commissioners shall further require that where repairs are necessary during the four years following the said one-year period, due to inferior work or defective materials, such repairs shall be made at the expense of the contractor, and the bond furnished by the contractor shall be liable for such expense: Providedfurther,That no appropria- tion in this Act shall be used for the operation of a testing laboratory of the Highway Department for making tests of materials in connec- tion with any activity of the District Government. Department of Vehicles and Traffic (payable from highway fund): For all expenses necessary for the Department of Vehicles and Traffic, including personal services; purchase, installation, modifica- tion, operation, and maintenance of electric traffic lights, signals, con- trols, markers, and directional signs; printing and binding; purchase of motor-vehicle identification number plates; operation and mainte- nance of parking meters on the streets of the District of Columbia; $20,000 for traffic safety education without reference to any other law; $405,800: Provided, That no part of this or any other appro- priation contained in this Act shall be expended for building, install- mg, and maintaining streetcar loading platforms and lights of any description employed to distinguish same, except that a permanent type of platform may be constructed from appropriations contained in this Act for street improvements when plans and locations thereof are approved by the Public Utilities Commission and the Director of Vehicles and Traffic: Provided further, That the street-railway company shall after construction maintain, mark, and light the same at its expense: Provided further, That fees from parking meters shall be deposited to the credit of the highway fund: Provided further, That the Commissioners are authorized and directed to [58 STAT.
