78TH CONG., 2D SESS.-CH. 302-JUNE 28, 1944 passenger-carrying vehicles, and not to exceed $185,000 for repairs and improvements to buildings and grounds, and not to exceed $15,000 for furnishing and laundering of such wearing apparel as may be prescribed for employees in the performance of their official duties, $2,113,000, including cooperation with organizations or individuals in scientific research into the nature, causes, prevention, and treat- ment of mental illness, and including maintenance and operation of necessary facilities for feeding employees and others (at not less than cost), and the proceeds therefrom shall reimburse the appropriation for the institution; and not exceeding $1,500 of this sum may be expended in the removal of patients to their friends; not exceeding $1,500 for the purchase of such books, periodicals, and newspapers as may be required for the purposes of the hospital and for the medical library, and not exceeding $1,500 for the actual and necessary expenses incurred in the apprehension and return to the hospital of escaped patients: Provided,That so much of this sum as may be required shall be available for all necessary expenses in ascertaining the residence of inmates who are not or who cease to be properly chargeable to Federal maintenance in the institution and in returning them to such places of residence: Providedfurther, That not exceeding $200 addi- tional may be paid to two employees to provide mail facilities for patients in the hospital: Provided further, That during the fiscal year 1945 the District of Columbia, or any branch of the Government requiring Saint Elizabeths Hospital to care for patients for which they are responsible, shall pay by check to the Superintendent upon his written request, either m advance or at the end of each month, such amounts as shall be calculated by the Superintendent to be due for such care on the basis of a per diem rate recommended annually in advance by the Federal Board of Hospitalization and approved by the President and bills rendered by the Superintendent of Saint Elizabeths Hospital in accordance herewith shall not be subject to audit or certification in advance of payment- proper adjustments of such bills paid for in advance on the basis of such calculations shall be made monthly or quarterly as may be agreed upon by the Super- intendent of Saint Elizabeths Hospital and the District of Columbia government, department, or establishments concerned. All sums paid to the Superintendent of Saint Elizabeths Hospital for the care of patients that he is authorized by law to receive shall be deposited to the credit on the books of the Treasury Department of the appro- priation made for the care and maintenance of the patients at Saint Elizabeths Hospital for the year in which the support, clothing, and treatment is provided, and be subject to requisition upon the approval of the Superintendent of Saint Elizabeths Hospital. For an additional amount for building for storeroom, and so forth, Saint Elizabeths Hospital, Federal Security Agency, including the objects specified under the appropriation for this purpose in the Fed- eral Security Agency Appropriation Act, 1942, $445,000. SOCIAL SECURrITY BOARD Grants to States for old-age assistance, aid to dependent children and aid to the blind: For grants to States for assistance to aged needy individuals, needy dependent children, and needy individuals who are blind as authorized in titles I, IV, and X, respectively, of the Social Security Act approved August 14, 1935, as amended, $403,600 000, of which sum such amount as may be necessary shall be available for grants under such titles I, IV, and X, respectively, for any period in the fiscal year 1944 subsequent to March 31, 1944: Provied, That pay- ments to States for the fourth quarter of the fiscal year 1944 and for 93-O°-45- -PT.
