C., Supp. Ill, § 223b. privately owned plants; the procurement and training of civilian per- sonnel in connection with the production of equipment and material and the use and operation thereof; and for any other purposes which in the discretion of the Secretary of War are desirable in expediting production for military purposes, $100: Provided, That expenditures from any appropriation under this heading may be made without securing the specific approval of the projects by the President. GENERAL STAFF CORPS CONTINGENT FUIND, CHIEF OF STAFF For such emergent military uses as the Chief of Staff may deter- mine to be necessary, to be expended at his discretion, notwithstand- ing any other provision of law, $100, and any advances made from this fund to meet emergency requirements to which any other military appropriation would be legally applicable may, with the approval of the Secretary of War, be reimbursed from such appropriations when sufficient funds are found to remain therein, such reimbursed amounts to be available for the purposes of this appropriation. FIELD EXERCISES For expenses required for the conduct of special field exercises, including participation therein by the National Guard and the Organized Reserves, and including pay and travel of temporary employees and officers and enlisted men of the National Guard and the Organized Reserves, not otherwise provided for, allowances for enlisted men for quarters and rations, troop movements and travel of personnel of the Regular Army, in connection with special field exercises, including special combat training for small units, move- ment of materiel, maintenance and operation of structures and utili- ties, rental of land or purchase of options to rent land without refer- ence to section 3648, Revised Statutes, use or repair of private property, and any other requisite supplies and services, and for settle- ment of claims resulting from such exercises, under the provisions of the Act of July 3, 1943 (31 U. S. C. 223b),$100. ARMY WAR COLLEGE For expenses of the Army War College, being for the purchase of the necessary special stationery; textbooks, books of reference, scien- tific and professional papers; newspapers, and periodicals; maps police utensils; employment of temporary, technical, or special services, and expenses of special lectures; purchase, repair, and clean- ing of uniforms for guards; pay of employees; and for all other necessary expenses; $152,000. ADJUTANT GENERAL'S DEPARTMENT COMMAND AND GENERAL STAFF SCHOOL, FORT LEAVENWORTH, KANSAS For the purchase of textbooks, books of reference, scientific and professional papers, instruments, and material for instruction; employment of temporary, technical, special, and clerical services; expenses of special lectures; and for other necessary expenses of instruction, at the Command and General Staff School, Fort Leaven- worth, Kansas; $166,000. 574 [58 STAT.
