with mutual agreements between the appropriate official of the Gov-
ernment of Panama and a representative of the Institute of Inter-
American Affairs in Panama.
All projects completed in the prosecution of this program will be
the property of the Government of Panama.
No project will be undertaken that will require materials or sup-
plies, the procurement of which would handicap any phase of the war
effort.
I should appreciate it if Your Excellency would be so good as to
confirm to me your approval of this general proposal with the under-
standing that the details of the program will be the subject of further
discussion and agreements.
Accept, Excellency, the renewed assurances of my highest con-
sideration.

SENOR EMBAJADOR:
Tengo el honor de acusar recibo de la nota de Vuestra Excelencia,
distinguida con el N? 525 y fechada el 31 de diciembre de 1942, que
dice lo siguiente:
"Tengo el honor de referirme a nuestras conversaciones relativas
al programa cooperativo de salubridad y sanidad en la Repfblica
de Panama, con particular referencia a la resoluci6n N" XXX
aprobada en la Tercera Reuni6n de Ministros de Relaciones Ex-
teriores de las Repuiblicas Americanas celebrada en Rio de Janeiro,
Brasil, en enero de 1942.
Si el Gobierno de Panami lo desea, el Gobierno de los Estados
Unidos esta dispuesto a contribuir con una suma que no exceda de
medio mill6n de d6lares para un programa cooperativo de salu-
bridad y sanidad en Panama, suma que se facilitara por conducto
de la Oficina del Coordinador de Asuntos Interamericanos. El
Gobierno de los Estados Unidos suministrara tambi6n un grupo
de expertos en salubridad puiblica para que coopere con los funcio-
narios del Gobierno de Panama en la ejecuci6n del proyectado
programa de salubridad y sanidad.
Es entendidoque el Gobierno de Panama suministrara el
personal, servicios y fondos para gastos locales en lo que considere
necesario para el eficiente desenvolvimiento del programa.
