Public works,.Bureau of Yards and Docks: The Secretary of the Navy is authorized to enter into contracts under the appropriation "Public works, Bureau of Yards and Docks", for public-works equip- ment, materials, and construction, including collateral public-works items, in the amount of $114,300,000, without regard to section 3709, Revised Statutes, which authority shall be additional to that granted under the same head in the Naval Appropriation Act, 1945. No part of the appropriations or contract authorization in this Act under the Navy Department shall be used for a permanent type of construction at any shore establishment of any character acquired subsequent to the calendar year 1938, unless such establishment shall be designated by the Secretary as a permanent establishment, and, in that event, a permanent type of construction shall be used only to meet such permanent requirements as the Secretary may approve: Provided, That nothing herein shall prevent construction of a type sufficiently substantial for the use intended nor apply to construction projects now under contract or in progress: Provided further, That no part of such appropriations or contract authorization may be used for the construction of quarters, including heating and plumb- 87 Post, p 2C6.
