Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not other- wise appropriated, for the Department of Agriculture for the fiscal year ending June 30, 1946, hereinafter referred to as the current fiscal year, namely: DEPARTMENT OF AGRICULTURE OFFICE OF THE SECRETARY SALARIES AND EXPENSES For the Secretary of Agriculture, hereafter in this Act referred to as the Secretary, and other personal services in the Office of the Secre- tary in the District of Columbia, and elsewhere, and other necessary expenses, including the purchase of one and the maintenance, repair, and operation of four motor-propelled passenger-carrying vehicles; travel expenses, including examination of estimates for appropriations in the field; stationery, supplies, materials, and equipment; freight, express, and drayage charges: advertising, communication service, postage, washing towels, repairs and alterations, and other miscel- laneous supplies and expenses not otherwise provided for and necessary for the practical and efficient work of the Department, $1,450,000, to- gether with such amounts from other appropriations or authorizations as are provided in the schedules in the Budget for the current fiscal year for such services and expenses, which several amounts or portions thereof as may be determined by the Secretary, not exceeding a total of $131,390, shall be transferred to and made a part of this appropria- tion: Provided, however, That if the total amounts of such appro- priations or authorizations for the current fiscal year shall at any time exceed or fall below the amounts estimated, respectively, therefor in the Budget for such year, the amounts transferred or to be trans- ferred therefrom to this appropriation shall be increased or decreased in such amounts as the Director of the Bureau of the Budget, after a hearing thereon with representatives of the Department of Agricul- ture, hereafter in this Act referred to as the Department, shall deter- mine are appropriate to the requirements as changed by such reductions or increases in such appropriations or authorizations: Pro- vided further, That, of appropriations herein made which are avail- able for the purchase of lands, not to exceed $1 may be expended for each option to purchase any particular tract or tracts of land: Pro- vided further, That no part of the funds appropriated by this Act shall be used for the payment of any officer or employee of the Depart- ment who, as such officer or employee, or on behalf of the Depart- ment or any division, commission, or bureau thereof, issues, or causes to be issued, any prediction, oral or written, or forecast, except as to damage threatened or caused by insects and pests, with respect to future prices of cotton or the trend of same: Provided further, That, except to provide materials required in or incident to research or experimental work where no suitable domestic product is available, no part of the funds appropriated by this Act shall be expended in the purchase of twine manufactured from commodities or materials produced outside of the United States.
