Pot, p. 12. imitatio respectively, therefor in the Budget for such year, the amounts transferred or to be transferred therefrom to this appropriation and the amount which may be expended for personal services in the District of Columbia shall be increased or decreased in such amounts as the Director of the Bureau of the Budget, after a hearing thereon with representatives of the Department, shall determine are appro- priate to the requirements as changed by such reductions or increases in such appropriations or authorizations: Provided further, That when and to the extent that in the judgment of the Secretary agricul- tural exhibits and motion and sound pictures relating to the author- ized programs of the various agencies of the Department can be more advantageously prepared, displayed, or distributed by the Office of Information, as the central agency of the Department therefor, additional funds not exceeding $300,000 for these purposes may be transferred to and made a part of this appropriation, from the funds applicable, and shall be available for the objects specified herein, including personal services in the District of Columbia: Provided further, hat in the preparation of motion pictures or exhibits by the Department, not exceeding a total of $10,000 may be used for employment pursuant to the second sentence of section 706 (a) of the Act of September 21, 1944 (Public Law 425): Provided, That no part of this appropriation shall be used for the establishment or maintenance of regional or State field offices or for the compensation of employees in such offices except that not to exceed $11,856 may be used to maintain the San Francisco radio office. PRINTING AND BINDING For all printing and binding for the Department, including all of its bureaus, offices, institutions, and services located in Washington, District of Columbia, and elsewhere, except as otherwise in this Act provided, $1,000,000 including the purchase of reprints of scientific and technical articles published in periodicals and journals; the Annual Report of the Secretary, as required by the Acts of January 12, 1895 (44 U. S. C . 111, 212-220, 222, 241, 244), March 4, 1915 (7 U. S. C. 418), and June 20, 1936 (5 U. S. C. 108), and in pur- suance of the Act approved March 30, 1906 (44 U. S . C . 214, 224), also including not to exceed $250,000 for farmers' bulletins, which shall be adapted to the interests of the people of the different sec- tions of the country, an equal proportion of four-fifths of which shall be delivered to or sent out under the addressed franks furnished by the Senators, Representatives, and Delegates in Congress, as they shall direct, but not including work done at the field printing plants of the Forest Service authorized by the Joint Committee on Printing, in accordance with the Act approved March 1, 1919 (44 U. S . C . 111, 220): Provided,That the Secretary may transfer to this appropria- tion from the appropriation made for "Conservation and Use of Agricultural Land Resources" such sums as may be necessary for printing and binding in connection with marketing quotas under the Agricultural Adjustment Act of 1938, and from funds appropriated to carry into effect the terms of section 32 of the Act of August 24, 1935 (7 U. S. C. 612c) as amended, such sums as may be necessary for printing and binding in connection with the activities under said section 32, and from funds appropriated for "Salaries and expenses, War Food Administration", such sums as may be necessary for print- ing and binding in connection with functions assigned to the Office of Information by the War Food Administrator: Provided further, That the total amount that may be transferred under the authority granted in the preceding proviso shall not exceed $225,000.
