That the Secretary of the Navy is hereby authorized to convey (subject to section 2 of this Act) to the State of Rhode Island, for highway purposes only, upon such terms and conditions as he may prescribe, all right, title, and interest of the United States in and to a strip or parcel of land, the metes and bounds description of which is on file in the Navy Department, consisting of two and five hundred eighty-three one- thousandths acres, more or less, situated within the boundaries of the United States Naval Advance Base Depot, North Kingstown, Wash- ington County, Rhode Island.
