R . 3550] Making appropriations for the Military Establishment for the fiscal year ending [Public Law 126] June 30, 1946, and for other purposes. Military Appropri- ation Act, 1946. Special duty in for- eign countries. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not other- wise appropriated, for the Military Establishment for the fiscal year ending June 30,1946, and for other purposes namely: MILITARY ACTIVITIES OFFICE OF THE SECRETARY OF WAR CONTINGENCIES OF THE ARMY For all emergencies and extraordinary expenses arising in the War Department or any of its subordinate bureaus or offices in the District of Columbia, or in the Army at large, but impossible to be anticipated or classified, including personal services, the purchase of lawbooks, books of reference, subscriptions to newspapers and periodicals; the actual and necessary expenses or per diem in lieu thereof, as may be determined and approved by the Secretary of War, of military and civilian personnel in and under the Military Establishment on special duty in foreign countries; and for examination of estimates of appro- priations and of military activities in the field, to be expended on the approval or authority of the Secretary of War, and for such purposes as he may deem proper, and his determination thereon shall be final and conclusive upon the accounting officers of the Government, and payments from this appropriation may, in the discretion of the Sec- retary of War, be made on his certificate that the expenditures were necessary for confidential military purposes; $100. EXPEDITING PRODUCTION 41U. . o. 5; 10 U. . . i1339. Expenditures with- out Presidential ap- proval. Emergent military uses. Expediting production of equipment and supplies for national defense: To enable the Secretary of War, without reference to sec- tions 3709 and 1136, as amended, Revised Statutes, to expedite the production of equipment and supplies for the Army for emergency national-defense purposes, including all of the objects and purposes specified under each of the appropriations available to the War Department during the fiscal year 1946, for procurement or produc- tion of equipment or supplies, for erection of structures, or for acquisition of land; the furnishing of Government-owned facilities at privately owned plants; the procurement and training of civilian personnel in connection with the production of equipment and mate- rial and the use and operation thereof; and for any other purposes which in the discretion of the Secretary of War are desirable in expediting production for military purposes; $100: Provided, That expenditures from any appropriation under this heading may be made without securing the specific approval of the projects by the President.
