(b) None of the judgments contained under this caption shall be paid until the right of appeal has expired, except such as has become final and conclusive against the United States by failure of the parties to appeal or otherwise. AUDrrED CLAIMS SEC. 304. (a) For the payment of claims certified to be due by the General Accounting Office under appropriations the balances of which have been carried to the surplus fund under the provisions of section 5 of the Act of June 20, 1874 (31 U. S. C. 713), and under appropriations heretofore treated as permanent, being for the service of the fiscal year 1942 and prior years, unless otherwise stated, and which have been certified to Congress under section 2 of the Act of July 7, 1884 (5 U. S . C . 266), as fully set forth in Senate Document Numbered 66, and House Document Numbered 230, Seventy-ninth Congress, there is appropriated the sum of $2,178,988.57, together with such additional sum due to increases in rates of exchange as may be necessary to pay claims in the foreign currency and interest as speci- fied in certain of the settlements of the General Accounting Office, to be disbursed and accounted for as a single fund, and $7,587.32 payable from postal revenues; in all, $2,186,575.89 . TITLE IV-GENERAL PROVISIONS SEC. 401. No part of any appropriation contained in this Act shall be used to pay the salary or wages of any person who advocates, or who is a member of an organization that advocates, the overthrow of the Government of the United States by force or violence: Pro- vided, That for the purposes hereof an affidavit shall be considered prima facie evidence that the person making the affidavit does not ad- vocate, and is not a member of an organization that advocates, the overthrow of the Government of the United States by force or violence: Providedfurther, That any person who advocates, or who is a memler of an organization that advocates, the overthrow of the Government of the United States by force or violence and accepts employment the salary or wages for which are paid from any appropriation con- tained in this Act shall be guilty of a felony and, upon conviction, shall be fined not more than $1,000 or imprisoned for not more than one vear, or both: Providedfurther, That the above penal clause shall be in addition to, and not in substitution for, any other provision of existing law. SEC. 402. The appropriations and authority with respect to appro- priations in this Act in whole or in part for the fiscal year 1945 shall be available from and including July 1, 1944, for the purposes respec- tively provided in such appropriations and authority. All obliga- tions incurred during the period between June 30, 1944, and the date of the enactment of this Act in anticipation of such appropriations and authority are hereby ratified and confirmed if in accordance with the terms thereof. SEC. 403. The appropriations and authority with respect to appro- priations in this Act in whole or in part for the fiscal year 1946 shall be available from and including July 1, 1945, for the purposes respec- tively provided in such appropriations and authority.
