59 STAT.] 79TH CONG. , IST SESS.-CHS. 417-419-OCT. 16, 1945 [CHAPTER 4171 AN ACT To revive and reenact the Act entitled "An Act to authorize the city of Duluth, in the State of Minnesota, to construct a toll bridge across the Saint Louis River, between the States of Minnesota and Wisconsin, and for other purposes", approved August 7, 1939. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act approved August 7, 1939 (heretofore amended and extended by an Act of Congress approved April 30, 1940, and further extended and amended by an Act of Congress approved May 9, 1941), authorizing the city of Duluth, in the State of Minnesota, to construct a toll bridge across the Saint Louis River between the States of Minnesota and Wisconsin, and for other purposes, be, and is hereby, revived and reenacted: Provided, That this Act shall be null and void unless the actual construction of the bridge herein referred to be com- menced within one year and completed within three years from the date of approval hereof: Provided further, That no toll shall be charged to any vehicle owned by the United States Government. SEC. 2. The right to alter, amend, or repeal this Act is hereby expressly reserved. Approved October 16, 1945. [CHAPTER 418] ACT AN ACT Authorizing the reconstruction of the Spring Common Bridge on Mahoning Avenue, across the Mahoning River in the municipality of Youngstown, Mahoning County, Ohio. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled2 That the Ohio Department of Highways be, and is hereby, authorized to construct, and that the county of Mahoning in the State of Ohio, acting by and through its duly elected board of county commissioners be, and is hereby, authorized to operate and maintain a new free highway bridge (commonly known as the Spring Common Bridge), and approaches thereto, across the Mahoning River on Mahoning Avenue in the city of Youngstown, Mahoning County, Ohio, and to remove the existing structure, such construction work to start before or during the first full postwar calendar year and to be completed within two years after the end of such first full postwar calendar year. Such bridge shall be of a design suitable to the interests of navigation in accord- ance with the provisions of an Act entitled "An Act to regulate the construction of bridges over navigable waters", approved March 23, 1906. Approved October 16, 1945. [CHAPTER 4191 AN ACT Authorizing the appointment of an additional judge for the district of Kansas.
