ARTICLE XII JOINT OPERATING ORGANIZATIONS AND ARRANGEMENTS Section 1 Nothing in this Agreement shall prevent two or more jonstutog i- member States from constituting joint air transport oper- zations ating organizations or international operating agencies and from pooling their air services on any routes or in any regions, but such organizations or agencies and such pooled services shall be subject to all the provisions of this Agreement, including those relating to the registra- tion of agreements with the Council. Section 2 The Council may suggest to member States concerned that they form joint organizations to operate air services on any routes or in any regions. 1527
