Ch. 44, 46, 47, 52. 1813. 125 negligence on his part, while the same were actually employed in the transportation of baggage or supplies for‘the army under the command of Brigadier-General William Hull, during the summer of one thousand eight hundred and twelve, and which were captured or destroyed by the enemy on the surrender of said army at Detroit, shall be allowed the value of such wagon and team, or either of them, lost as aforesaid; the facts of the loss of the same, as well as the value thereof, to be ascertained in such manner, and on such evidence, as the President of the United States may direct; to be paid out of any moneys in the Treasury not otherwise appropriated.
