And the Commissioner of the General Land Office, upon being presented with a plat and survey of said proviso, land, regularly made as aforesaid, shall issue a patent therefor ; Provided, That this act shall amount only to a relinquishment on the part of the United States, and shall in no manner affect the rights of third persons, or claim derived from the United States by purchase or donation.
