And be it further enacted, That the Commissioner of the issued. General Land Office, upon being presented with plats and certificates of survey of the said tract of land, legally executed by a proper oiliicer, shall issue a patent for the same; which patent shall operate only as a relinquishment, on the part of the United States, of all right and title to said land.
