Salaries and expenses: For necessary expenses in connection with Po, p. 1072. the making of loans and the collection of moneys due the United States on account of loans heretofore made under the provisions of title I of said Act, including the employment of persons and means in the District of Columbia and elsewhere, exclusive of printing and binding, as authorized by said Act, $2,804,000. Loans: For loans to individual farmers in accordance with title I 5 Stat. 293. of said Act and section 505 (b) of the Servicemen's Readjustment Act v,§694e(b). p of 1944 (38 U. S. C. 694e (b)), $50,000,000, including $25,000,000 for loans to eligible veterans which may be distributed, without regard 50stat. 524 . to the provisions of section 4 of the Bankhead-Jones Farm Tenant post, p. 1072. Act, among the States and Territories in such amounts as are necessary RFO loans. to make such loans, which sums shall be borrowed from the Recon- struction Finance Corporation at an interest rate of not to exceed 3 per centum per annum and no loans, excepting those to eligible vet- erans, may be made for the acquisition or enlargement of farms which have a value, as acquired, enlarged, or improved, in excess of the average value of efficient family-size farm-management units, as determined by the Secretary, in the county, parish, or locality where the farm is located; and the Reconstruction Finance Corporation is hereby authorized and directed to lend such sum to the Secretary upon the security of any obligations of borrowers from the Secretary Supra. under the provisions of title I of the Bankhead-Jones Farm Tenant aLimtitation on Act, approved July 22, 1937 (7 U. C. 1000-1006): Provided, That the amount loaned by the Reconstruction Finance Corporation shall not exceed 85 per centum of the principal amount outstanding of the Repayment, obligations constituting the security therefor: Providedfurther, That the Secretary may utilize proceeds from payments of principal and interest on any loans made under such title I to repay the Recon- struction Finance Corporation the amount borrowed therefrom under bIncrease RFO the authority of this paragraph: Provided further, That the amount of notes, bonds, debentures, and other such obligations which the Reconstruction Finance Corporation is authorized and empowered to issue and to have outstanding at any one time under existing law is hereby increased by an amount sufficient to carry out the provisions hereof. 50 Stat. 869. 49 Stat. 1363. 7U.S .C .,Supp.V, § 903 et seq. WATER FACILITIES, ARID AND SEMIARID AREAS To enable the Secretary to carry into effect the provisions of the Act entitled "An Act to promote conservation in the arid and semiarid areas of the United States by aiding in the development of facilities for water storage and utilization, and for other purposes", approved August 28, 1937, as amended (16 U. S. C . 590r-590x, 590z-5), $1,750,000, of which not to exceed $11,000 may be expended for personal services in the District of Columbia. RURAL ELECTRIFICATION ADMINISTRATION To enable the Secretary to carry into effect the provisions of the Rural Electrification Act of 1936, approved May 20, 1936, as amended (7 U. S.
