To provide for the naturalization of Master Sergeant Gerhard Neumann. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That upon com- pliance with all other provisions of section 701 or section 702 of the Nationality Act of 1940, as amended (56 Stat. 182-183; 8 U. S. C. 1001-1002), Master Sergeant Gerhard Neumann, Army of the United States, Army serial number 10500000, may be naturalized pursuant to either of said sections as may be applicable, notwithstanding the fact that at the time of his enlistment or induction into the armed forces of the United States, he had not been lawfully admitted to the United States and was not a resident thereof. Approved June 25, 1946. [CHAPTER 478] AN ACT For the relief of William Clyde McKinney. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, the sum of $4,709.64 to William Clyde McKinney, of San Antonio, Texas in full settlement of all claims against the United States for personal injuries and loss of earnings sustained as the result of a collision with a United States Army truck on Frio City Road, San Antonio, Texas, on February 20, 1944: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved June 25. 1946. [CHAPTER 479] AN ACT To authorize and direct the Secretary of the Interior to issue a patent for certain land to Mrs. Estelle M. Wilbourn. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior is hereby authorized and directed to issue to Mrs. Estelle M. Wilbourn a patent for the following described tract of land upon the payment of $1.25 per acre therefor: Southwest quarter of the northwest quarter, section 22, township 21 south, range 61 east, Mount Diablo meridian. The patent shall contain a reservation to the United State s of all minerals in the tract described together with the right to mine, prospect for, and remove the same. Approved June 25, 1946.
