AND WHEREAS it is provided in Article 1 of the said protocol of August 31, 1945 that, subject to the provisions of Article 2 of the said protocol, the said agreement of May 6, 1937 shall continue in force between the Governments signatory of the said protocol for a period of one year after August 31, 1945; Antep. 134. AND WHEREAS it is provided in Article 5 of the said protocol that it shall bear the date of August 31, 1945, and shall remain open for signature until September 30, 1945, provided however that any signa- ture appended after August 31, 1945 shall be deemed to have effect as from that date; Now, THEREFORE, be it known that I, Harry S. Truman, President of the United States of America, do hereby proclaim and make public the said protocol of August 31, 1945, to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America, and by the citizens of the United States of America and all other persons subject to the jurisdiction thereof, the said protocol being deemed to have the effect, as provided in Article 1 thereof, of continuing in force between the Governments signatory of the said protocol, for a period of one year after August 31, 1945, the said agreement regarding the regu- lation of production and marketing of sugar signed at London May 6, 1937.
