AGREEMENT BETWEEN THE GOVERNMENT OF THE UNITED STATES OF AMER- ICA AND THE BELGIAN GOV- ERNMENT RELATING TO AIR SERVICES BETWEEN THEIR RESPECTIVE TERRITORIES THE GOVERNMENT OF THE UNITED STATES OF AMERICA AND THE BELGIAN GOVERNMENT, considering - that the possibilities of com- mercial aviation as a means of transport have greatly increased, - that it is desirable to organize the international air services in a safe and orderly manner and to further as much as possible the development of international co- operation in this field, and - that the Agreements hitherto contracted between the two gov- ernments with respect to the operation of air services should be replaced by a more general agree- ment in harmony with the new conditions of air transport, have appointed their representatives, who, duly authorized, have agreed upon the following: ARTICLE 1.
