CIVIL SERVICE COMMISSION Salaries and expenses: For an additional amount for "Salaries and expenses", Civil Service Commission, including $100,000 additional for printing and binding and $150,000 additional for penalty mail, $3,500,000: Provided,That such sums as the Bureau of the Budget may approve may be transferred from this appropriation to other agencies of the Government for investigating Federal employees: Providedfur- ther That nothing in sections 109 and 113 of the Criminal Code (18 U.
