BY THE PRESIDENT OF THE UNITED STATES OF AMERICA A PROCLAMATION WHEREAS the Protocol, with accompanying Annex, amending the Agreements, Conventions and Protocols on Narcotic Drugs was opened for signature at Lake Success, New York, on Decem- ber 11, 1946, and was signed by the respective Plenipotentiaries of the United States of America (with a reservation "Subject to approval") and forty-eight other countries; WHEREAS the text of the said Protocol in the Chinese, English, French, Russian and Spanish languages and the accompanying Annex in the English and French languages, as certified by the Acting Assistant Secretary-General of the United Nations in charge of the Legal Department, are word for word as follows: 2230 [61 STAT.
