I have the honor to refer to Note No. 115 of October 23, 1942 of the Ambassador of the United States in Colombia, to communica- tion No. S-1110 of October 23, 1942 from the Minister of Foreign Post, p . 282. Affairs, to Note No. 285 of January 24, 1944 of the Ambassador of the United States and to communication No. S-134 of February 12, Pot, p . 2893. 1944 from the Ministry of Foreign Affairs, which relate to the establishment and continuance of a cooperative program of public health and sanitation in Colombia, the specific operational details of which were established in agreements entered into between The Institute of Inter-American Affairs and the Ministry of Labor, Health and Social Welfare in October of 1942 ['] and January of Pot,.p. 294. 1944. The program was undertaken by both governments pursuant to Resolution XXX approved at the Third Meeting of the Ministers of Foreign Affairs of the American Republics held at Rio de Janeiro in January, 1942. [2] Cuontributions of It will be recalled that as agreed in the mentioned communica- tions, my Government continuously since 1942 has furnished the services of experts in the field of health and sanitation to cooperate with officials of the Colombian Government and particularly the Ministry of Labor, Health and Social Welfare in a specific cooperative program for the improvement of health and sanitation in Colombia, and that the Servicio Cooperativo Interamericano de Salud Publica was established within the said Ministry as the instrumentality for the execution of that program.
