INTERNATIONAL AGREEMENTS OTHER THAN TREATIES [61 STAT. tion of German interests in Sweden and the liquidation, sale, or transfer of German property, and in approving the transferees, the following principles and practices, interalia, apply and will continue to be observed: "1. Due regard will be paid to world security interests, especially the interest of eliminating completely all forms of German control and economic influence; to the interests of the national economy; and to the obtaining of the highest possible prices. "2. Sales will be made to non-German nationals and, when practicable, will be public sales, except in cases where the assets are acquired by the Swedish Government. "3. In any sales or liquidation, the interests of non-German foreign nationals will be protected to the same extent and in the same manner, whether direct or indirect interests are involved, as those of Swedish nationals, on condition of reciprocal treatment in the country of those nationals. "4. The eCCO will inquire into the bona fides of liens and claims against German property, particularly those which arose imme- diately prior to or after the outbreak of war. "5. German property to be dealt with under the understanding shall include all property owned or controlled, directly or indirectly, by any person or legal entity of German nationality inside of Germany, or subject to repatriation to Germany, other than persons whose case merits exceptional treatment."
