EXCELLENCY: I have the honor to inform Your Excellency that my Government considers the conditions set forth in Article 11 of the Agreement be- tween the United States of America and Haiti signed September 13, 1941, at Port-au -Prince as having been met and, accordingly, my 5Stat 1357 Government is happy to acknowledge that the provisions of that Agreement automatically cease to have effect on October 1, 1947. It is the understanding of my Government that no claims shall be advanced by either Government against the other Government on account of any act of the citizens of the United States who have served as members of the Board of Directors of the National Bank of Haiti or as employees of the bank pursuant to the Agreement of September 13, 1941. I should appreciate it if Your Excellency would inform me whether your Government concurs in this understanding. Accept, Excellency, the renewed assurance of my high consideration.
