61 STAT.] GENERAL AGREEMENT ON TARIFFS ANI) TRADE-OCT. 30 ,1l)47 FINAL ACT In accordance with tle Resolution a(dolted at the First Session of the Pre- paratory Committee of the United Nations Conference on Trade and Employment, established by the Economic and Social (ouncil of the United Nations on February 18, 1946, The Governments of the COMMON- WEALTH OF AUSTRALIA, the KINGDOM OF BELGIUM, the UNITED STATES OF BRAZIL, BURMA , CANADA , CEYLON, the REPUBLIC OF CHILE, the REPUBLIC OF CHINA, the REPUBLIC OF CUBA, the C(ZECHOSLOVAK REPUBLIC, the FRENCH REPUBLIC, INDIA, LEBANON, the (RAND-DUCHY OF LUXEMBURG , the KINGDOM OF THE NETHERLANDS, NEW ZEALAND, the KINGDOM OF NORWAY, PAKISTAN, SOUTHERN RHODESIA, SYRIA, the UNION OF SOUTH AFRICA, the UNITED KINGDOM OF GREAT BRITAIN AND NORTHERN IRELAND, and the UNITED STATES OF AMERICA, Ilitiated negotiations between their representatives, at Geneva on April 10, 1947, directed to the substantial reduction of tariffs and other trade barriers and to the elimination of preferences, on a reci- procal and mutually advantageous basis. 'Tesenegotiations have terminated today and have resulted in the framing of a General Agreement on Tariffs and Trade and of a Protocol of Provisional Appli- cation, the texts of which are annexed hereto. Th'ese texts are hereby authen- ticated. Tlhe signature of this Final Act. or of the Protocol of Provisional Application, by any of the above-mentioned Governments does not in any way prejudice their freedom of action at the United Nations Conference on Trade and Employment. This Final Act, including the texts of the General Agreement on Tariffs and rrade and of the Protocol of Provisional Application, will be released by the Secretary-General of the United Nations for publication on November 18, 1947, provided that the Protocol of Provisional Application shall have been signed by November 15, 1947, on behalf of all the countries named therein. Ces negociations out pris fin aujotird'lui et ont abouti A I'Mlaboration d'un Accord g6n6ral sur les tarifs douanliers et le com- merce et d'un Protocole d'applicationl provisoire, dont les textes sont joins au present acte. L'autllenticit6 de ces textes est etablie par le present Acte. Lai signature, par les gouvernements susmentionni's, du present Acte final ou du Protocole l'application provisoire ne porte atteinte en aueune mani6re it leur liberti d'action a la Conf6rence des Nations Unies sur le Commerce et l'Emploi. Le present Acte final, ainsi que Ie texte de l'Accord g6n6ral sur les tarifs douaniers et le commerce et celui du Protocole d'application provisoire seront publi6s le 18 novembre 1947 par les soins du Seeretaire gen6ral des Nations Unies, i la condition que le Protocole d'application provisoire ait ete signe le 15 novembre 1947 au nom de tous les pays 6numeres dans ce Protocole.
