BUREAU OF FEDERAL SUPPLY The unexpended balances of the funds advanced to the Bureau of Federal Supply from the appropriation for "Salaries and expenses" of the Office of Scientific Research and Development in the National War Agencies Appropriation Act, 1946, for furnishing summary technical reports, shall remain available during the fiscal year 1949 for the liquidation of obligations incurred prior to July 1, 1948. Strategic and critical materials: For necessary expenses in carry- ing out the provisions of the Strategic and Critical Materials Stock Piling Act of July 23, 1946. including personal services in the Dis- trict of Columbia; services as authorized by section 15 of the Act of August 2, 1946 (5 U. S . C. 55a); and printing and binding; $300,000,000, to be immediately available and to remain available until expended, of which $75,000,000 is for liquidation of obligations incurred pursuant to authority granted under this head in the Sup- plemental Appropriation Act, 1948; and in addition to the amount herein appropriated, contracts may be entered into for the pur- poses of the said Act of July 23, 1946, in an amount not in excess of $300,000,000: Provided, That any funds received as proceeds from sale or other disposition of materials on account of the rotation of stocks under said Act shall be deposited to the credit, and be avail- able for expenditure for the purposes, of this appropriation: Pro- vided further, That during the fiscal year 1949, in accordance with subsection 6 (a) of the Act of July 23, 1946 (60 Stat. 598), surplus 1047 Ante, p. 309.
