DEPARTMENT OF STATE DEPARTMENT SERVICE Salaries and expenses, Department of State: The limitation under this head in the Department of State Appropriation Act, 1948, on dues for library membership in societies or associations which issue publications to members only, or at a price to members lower than to subscribers who are not members, newspapers, teletype rentals, and tolls, is increased from "$65,000" to "$80,000". INTERNATIONAL OBLIGATIONS AND ACTIVITIES International activities: For an additional amount for interna- tional activities, $400,000. International information and educational activities: For expenses necessary to enable the Department of State to carry out international information and educational activities as authorized by the United States Information and Educational Exchange Act of 1948 (Public Law 402, approved January 27, 1948), including personal services in the District of Columbia; employment, without regard to the civil- service and classification laws, of persons on a temporary basis (not to exceed $30,000) and aliens within the United States; salaries, expenses, and allowances of personnel and dependents as authorized by the Foreign Service Act of 1946 (22 U.
