Foreign quarantine service: For the medical inspection of aliens, the maintenance and ordinary expenses of United States quarantine stations and supplementary activities abroad, and the care and treat- ment of quarantine detainees in private or other public hospitals when facilities of the Public Health Service are not available, including the purchase of not to exceed ten passenger motor vehicles for replace- ment only, $3,000,000. Employee health service programs: For carrying out the functions of the Public Health Service under the Act of August 8, 1946 (5 U. S.
