The following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Federal Crop Insur- ance Corporation for the current fiscal year, namely: ADMINISTRATION OF FEDERAL CROP INSURANCE ACT Operating expenses: For operating and administrative expenses, $3,725,000, including not to exceed $700 for newspapers, together with the unobligated balance of the appropriation for this purpose for fiscal year 1948 which shall be available to complete the orderly liquida- tion of the 1947 and prior crop year programs. SEC. 202. The following corporations are hereby authorized to make such expenditures, within the limits of funds and borrowing authority available to each such corporation and in accord with law, and to make such contracts and commitments without regard to fiscal year limitations as provided by section 104 of the Government Corpora- tion Control Act, as may be necessary to carry out the programs set forth in the budget for the current fiscal year for each such corporation, except as hereinafter provided: ADMINISTRATIVE EXPENSES, COMMODITY CREDIT CORPORATION Commodity Credit Corporation: Nothing in this Act shall be so construed as to prevent the Commodity Credit Corporation from carry- ing out any activity or any program authorized by law: Provided, That not to exceed $7,575,000 shall be available for administrative expenses of the Corporation, including not to exceed $400 for period- icals, maps, and newspapers: Provided further, That all necessary expenses (including legal and special services performed on a contract or fee basis, but not including other personal services) in connection with the acquisition, operation, maintenance, improvement, or dispo- sition of any real or personal property belonging to the Corporation or in which it has an interest, including expenses of collections of pledged collateral, shall be considered as nonadministrative expenses for the purposes hereof. SEC. 203. The authorities, restrictions, and prohibitions specified under the head "General provisions" in the Government Corporations Appropriations Act, 1949, shall be applicable to title II of this Act. [Public Law 713 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) paragraph (a) of section 631 of the Public Health Service Act, as amended, is amended by inserting after "Puerto Rico" the following: "and the Virgin Islands". (b) Paragraph (d) of such section is amended to read as follows: "(d) the term 'State' includes Alaska, Hawaii, Puerto Rico, the Virgin Islands, and the District of Columbia;".
